2. Introduction to the safety assessment project:
The construction unit of this project is Hebei Jinghua Chemical Co., Ltd. Hebei Jinghua Chemical Co., Ltd., formerly known as Hebei Jingxian Fertilizer Factory, is a key enterprise in Jingxian County and Hengshui City. It was founded in 1975 and renamed Hebei Jinghua Chemical Co., Ltd. after restructuring in 2004. In November 2009, it was acquired by Hubei Yihua group company and still used the original name.
The company is located in Longhua Town, Jing County, Hengshui City, covering an area of 95308m2, of which the construction area is 42000m2. The company currently has 780 employees, including 245 engineering and technical personnel, including 1 master's degree, 68 people with a bachelor's degree or above, and 132 people with a college degree or above; the total value of assets is nearly 700 million yuan. The company's existing synthetic ammonia capacity is 135,000 tons/year, methanol 30,000 tons/year, urea 200,000 tons/year, sulfur 2000 tons/year and its supporting public works and auxiliary projects. The enterprise product "Suxue" brand urea has been recognized as a "famous trademark in Hebei Province" by the Technical Supervision Bureau of Hebei Province, and is sold well in Hebei, Shandong, Anhui, Jiangsu, Henan, Sichuan, Inner Mongolia, Northeast provinces and more than a dozen provinces and regions such as Beijing and Tianjin.
Hebei Jinghua Chemical Co., Ltd. has a sound organization and a total of 10 departments, namely General Manager, Sales Department, Finance Department, Security Department, Production Department, Equipment Department, Energy Department, Synthetic Ammonia Department, Electronic Control Department, and Logistics Department.
Hebei Jinghua Chemical Co., Ltd. has a full-time safety management organization - the Ministry of Security, and the whole company has 16 full-time safety management personnel. The main person in charge and safety management personnel of the company have all undergone Security Training. The company has established and improved three systems, formulated accident emergency plans and emergency rescue plans for major hazard sources, and registered them. The plans are rehearsed every year.
The company has actively carried out safety standardization work and passed the safety standardization evaluation in March 2013, reaching the third-level standard (not yet certified).
According to the safety evaluation contract signed between Hebei Huafei Technology Consulting Co., Ltd. and Hebei Jinghua Chemical Co., Ltd., the scope of this evaluation is the site of Jinghua Company, the general layout, production equipment, storage facilities, public works and auxiliary facilities, and safety management.
The new technical renovation project in the factory and the renovation project of the liquid ammonia tank area are not within the scope of this evaluation. The methanol distillation unit of the enterprise has been discontinued and is not within the scope of this evaluation.

4. List of personnel, time, and main tasks to carry out safety evaluation work on site, and evaluation report time:
In June 2012, Hebei Jinghua Chemical Co., Ltd. approached Hebei Huafei Technology Consulting Co., Ltd. to discuss the safety status evaluation of the company. Huafei Company appointed relevant personnel to visit the site of Jinghua Company in June 2012 to understand the main plant, production scale, general layout, public works supply and surrounding relationships of the project, and collected relevant information on the project. Relevant personnel of the two companies have conferred many times and formed a preliminary intention to clarify the object and scope of the evaluation. During the evaluation process, the members of the evaluation team carefully analyzed and sorted out the relevant materials provided by the enterprise and collected on site, went to the unit where the project was located to investigate the site, invited relevant personnel to introduce the relevant situation of the project, and conducted a detailed investigation of the surrounding environment and plant site. Identified the dangerous and harmful factors existing in the project, put forward reasonable and feasible safety countermeasures and suggestions for the hidden dangers existing in the project, and exchanged views with the construction unit. The construction unit made active rectification and formed an evaluation report after review. Delivered to the construction unit in May 2013.
