2. Introduction to the safety assessment project:
The investment and construction unit of this project is Baoding Kangzheng Weiye Biotechnology Co., Ltd., and the factory is located in the north of Daliu Village, Yaozhuang Township, Mancheng County, Baoding City. The predecessor was Baoding Mancheng Oriental Chemical Dyeing Factory, which was founded in 1995. The factory stopped production at the end of 2005. In August 2007, Beijing Rongxin Keyi Technology Development Co., Ltd. (51%) and Yang Jianjun (49%) jointly funded the establishment of a limited company focusing on the production and sales of pesticides and pharmaceutical intermediates at the plant site. In August 2009, the business license was changed and it was named Baoding Kangzheng Weiye Biotechnology Co., Ltd., the legal representative is Li Yimin, with a registered capital of 3 million yuan.
In order to meet market demand, in 2008, the company cooperated with Jiangsu Qizhou Pharmaceutical Group to use idle plants to prepare bromoepoxy and triazole projects, and filed them with the Mancheng County Development and Reform Bureau. According to market changes, the project construction content was changed in the Mancheng County Development and Reform Bureau in November 2008. The bromoepoxy project was no longer under construction, and only the 2,700-ton/year triazole project was retained. At present, the project has been completed and trial production has been carried out.
Baoding Kangzheng Weiye Biotechnology Co., Ltd. has a 2,700-ton/year triazole project. The construction land has been approved by the Mancheng County Construction Bureau and obtained the "Opinion on on Village Planning and Site Selection", No. 017929. The project was filed by the Mancheng County Development and Reform Bureau with the document "Mancheng Fa Changbei Zi [2008] No. 22".
The construction content includes: triazole synthesis workshop (including refrigeration), fire pump room. Warehouse, fire pool, boiler facilities, office and auxiliary facilities rely on existing facilities and are not within the scope of this construction.
The construction of the project production facility started in October 2010, and the installation and equipment commissioning were completed by April 2012, and the conditions for trial production were met. In November 2012, the notice of filing of the trial production plan of the hazardous chemical construction project was obtained (Hazardous Chemical Project Preparation [2012] No. 6).
The project has a capacity of 28 people and a total investment of 5.25 million yuan, of which 710,000 yuan is invested in safety facilities.

In October 2011, Baoding Kangzheng Weiye Biotechnology Co., Ltd. and Huafei Company officially signed a safety evaluation technical service contract and officially started the safety evaluation work. During the period, due to the change of the original "Safety Facility Design", the safety evaluation work was re-carried out in November 2012. After solid work, the safety evaluation report for the completion and acceptance of the safety facilities of this project was compiled in January 2013.
