  In July 2012, Shijiazhuang Maoxin Chemical Co., Ltd. entrusted Hebei Huafei Technology Consulting Co., Ltd. to undertake the safety evaluation of the company's hazardous chemical business license renewal, and signed the "Safety Evaluation Contract". Shijiazhuang Maoxin Chemical Co., Ltd. is located in Xiyang City Village, Luancheng County. The company type is a limited liability company with a registered capital of 8 million yuan. The legal representative of the enterprise: Guo Jianjian. The factory covers an area of about 31044m2. The number of existing employees is 120, including 40 operating personnel. Fixed assets 8.58 million yuan. Maoxin Company is divided into two factories in the north and south. The middle of the factory is green space and auxiliary facilities such as staff canteens. The south factory is the environmental protection treatment project for the pre-treatment of reaction water. The north factory is the acetate production workshop and the operation tank area.

The chemical names are as follows: methanol (Danger Regulation No. 32058), acetic acid (Danger Regulation No. 81601), liquid alkali (Danger Regulation No. 82001), dichloromethane (Danger Regulation No. 61552), acetone (Danger Regulation No. 31025), methyl acetate (Danger Regulation No. 32126), tetrahydrofuran (Danger Regulation No. 31042), ethyl acetate (Danger Regulation No. 32127), butyl acetate (Danger Regulation No. 32130), n-butanol (Danger Regulation No. 33552), ethanol (Danger Regulation No. 32061); one non-dangerous type of operation The chemical is 1,4-butanediol. The company's main person in charge and full-time safety management personnel have been trained by the safety production supervision and management department and have obtained a safety qualification certificate. At present, the company has 6 dangerous chemical transport vehicles, 7 dangerous chemical transport drivers and 7 escorts. The transport vehicles have passed the annual inspection. Dangerous goods drivers and escorts have obtained qualification certificates and are within the valid period. The main person in charge of the company, the deputy general manager in charge of safety and the safety management personnel have passed the safety qualification training organized by the Safety Production Supervision and Administration Bureau and received regular safety further education. They have the qualifications for safety production management; special equipment operators and special operation personnel have undergone professional training or review and obtained qualified certificates. The post staff have passed the Security Training organized by the unit, passed the assessment, and have the qualifications for safe production.   In June 2012, Shijiazhuang Maoxin Chemical Co., Ltd. approached Hebei Huafei Technology Consulting Co., Ltd. to discuss the safety evaluation work. Huafei Company appointed relevant personnel to go to the project site in June 2012 to conduct on-site inspections to understand the scale, general layout, public works supply and surrounding relationships of the project, and to collect relevant information on the project. After repeated conferrals, the relevant personnel of the two companies formed a preliminary intention and initially clarified the object and scope of the evaluation. During the evaluation process, the members of the evaluation team carefully analyzed and sorted out the relevant materials provided by the enterprise and collected on site, identified the dangerous and harmful factors existing in the project, conducted a qualitative and quantitative evaluation of the inherent danger degree of the project according to the divided evaluation units, and analyzed the risk degree of the project, put forward targeted safety countermeasures and suggestions, and exchanged views with the construction unit, and made a safety evaluation conclusion on this basis. After solid work, the safety evaluation report of the project was completed in August 2012.
