Sinochem Hebei Co., Ltd. is affiliated to China Sinochem joint stock company, with a full investment of 116.55 million yuan from the head office. It is a large-scale professional import and export company mainly engaged in import and export trade. The company was established in October 1974, with the legal representative Yao Xuejun, and is an enterprise owned by the whole people. The company has no dangerous chemical storage facilities and no dangerous chemical transportation. The business premises do not store dangerous chemicals. The company's business mode is wholesale operation without warehouses. After purchasing goods from the manufacturer, it entrusts the unit with the qualification for dangerous goods transportation to directly send it to the port loading or using unit.

In June 2012, Sinochem Hebei Co., Ltd. approached Hebei Huafei Technology Consulting Co., Ltd. to discuss the safety evaluation work. Huafei Company appointed relevant personnel to the project site in June 2012 to conduct on-site inspections to understand the scale of the project, the surrounding relationship and other relevant information, and collect relevant information about the project. The relevant personnel of the two companies have conferred many times and formed a preliminary intention to initially clarify the object and scope of the evaluation. During the evaluation process, the members of the evaluation team carefully analyzed and sorted out the relevant materials provided by the enterprise and collected on site, identified the dangerous and harmful factors existing in the project, conducted a qualitative and quantitative evaluation of the inherent danger degree of the project according to the divided evaluation units, and analyzed the risk degree of the project, put forward targeted safety countermeasures and suggestions, and exchanged views with the construction unit, and made a safety evaluation conclusion on this basis. After solid work, the safety evaluation report of the project was completed in July 2012.
