2. Safety evaluation project profile: Jizhong Energy Xingtai Mining Group Co., Ltd. is a large coal enterprise restructured by the Mining Bureau in October 1997 with the approval of the former Ministry of Coal. It has strong economic strength, assets of 2.20 billion yuan, 25,000 employees, and significant corporate benefits. It is a better coal system enterprise and a pillar enterprise in Xingtai City. The group company consists of Xingtai Mining Group Xingtai Mine, Jinniu Potash Branch and other subordinate enterprises.
Jinniu Potash Branch is located at No. 706, Steel Railway, Qiaoxi District, Xingtai City, Hebei Province. It was established on June 2, 2003. Its products mainly include potassium hydroxide, liquid chlorine, high-purity hydrochloric acid, etc. The production process adopts ion membrane electrolysis and falling film evaporative flake alkali process. The production scale is 56,000 tons of potassium hydroxide (flake alkali 50,000 tons/year), 34,000 tons of liquid chlorine and 14,000 tons of high-purity hydrochloric acid, and by-product sodium hypochlorite (effective chlorine concentration 9%) 400t. The production device introduces American Gore film brine refining device and Swiss evaporative flake alkali production equipment, adopts Japanese DCS control system and American ICP quality monitoring equipment.

4. List of personnel, time, and main tasks to carry out safety evaluation work on site, and evaluation report time:
In February 2012, Jinniu Potash Branch of Jizhong Energy Xingtai Mining Group Co., Ltd. approached Hebei Huafei Science and Technology Consulting Co., Ltd. to discuss the safety status evaluation work. Huafei Company appointed relevant personnel to go to the project site of Jinniu Potash Branch in February 2012 to conduct on-site inspections, understand the main equipment, production scale, general layout, public works supply and surrounding relationships of the project, and collect relevant information of the project, and make relevant risk analysis of the project. After many conferrals, the relevant personnel of the two companies formed a preliminary intention and initially clarified the object and scope of the evaluation. During the evaluation process, the members of the evaluation team carefully analyzed and sorted out the relevant materials provided by the enterprise and collected on site, identified the dangerous and harmful factors existing in the project, conducted a qualitative and quantitative evaluation of the inherent danger degree of the project according to the divided evaluation units, and analyzed the risk degree of the project, put forward targeted safety countermeasures and suggestions, and exchanged views with the construction unit, and made a safety evaluation conclusion on this basis. After solid work, the major hazard source security evaluation report of the project was completed in March 2012.
