2. Introduction to the safety assessment project:
Jiangsu Fengshan Group joint stock company, formerly known as Dafeng County Agrochemical Factory No. 2, was founded in 1988 and renamed Jiangsu Fengshan Group Co., Ltd. in 1996. In 2014, it underwent a shareholding system transformation and changed its name to its current name (hereinafter referred to as Fengshan Group). It is a national key pesticide production enterprise and a high-tech enterprise in Jiangsu Province. It was listed on the Shanghai Stock Exchange in September 2018. Now it has total assets of 1.361 billion yuan, net assets of 1.112 billion yuan, and the factory covers an area of 447,510.6m2 (divided into East Factory and West Factory). It now has an annual production capacity of 20,300 tons of synthetic original drugs and 20,000 tons of processing and compounding preparations. Fengshan Group has successively developed 13 high-tech products in Jiangsu Province, such as fast-killing (cyanogen emulsifiable concentrate), imidacloprid (imidacloprid), metacloprid (carboxylate), fluralin, and Fengshan Gacaoling (refined quinine).
Fengshan Group is located in Dafenggang Petrochemical New Materials Industrial Park (south of Wanggang Gate, Dafeng District, Yancheng City), and the legal representative is Yin Fengshan. There are 935 employees, including 134 managers and technicians, and 19 full-time safety managers.

In October 2019, in order to standardize change management, strengthen risk identification and control, and improve the intrinsic safety and safety management level of the plant, Fengshan Group entrusted Hebei Huafei Technology Consulting Co., Ltd. to conduct a special project safety evaluation work for the project, and signed a safety evaluation technical service contract. Huafei established an evaluation team in a timely manner, carefully collected relevant laws, regulations, standards and relevant technical information, and went to the site to conduct on-site inspections of the surrounding environment, layout, process technology and other conditions of the project, and collected relevant information.
In November 2019, the special project safety evaluation report was completed, and the corresponding revisions were made after expert review. The revised special project safety evaluation report has been delivered to the enterprise.

Fengshan Group Fengshan Group's 30t/hMVR three-effect evaporation device technical transformation and 25t/d solid waste incineration system projects were approved by experts in December 2017. During the operation of the device, the enterprise took into account that during the process, the secondary combustion chamber 1100 ° C was drastically cooled to 200 ° C through the quenching tower. During this process, a large amount of heat was not recycled, resulting in energy loss. Therefore, the new waste heat boiler recovered the excess heat generated by the secondary combustion chamber 1100 ° C to reduce heat loss, and the processes and equipment involved were adjusted. Wet ash extraction is more mature and stable than dry ash extraction, and personnel will not cause burns during operation. At the same time, the sealing performance of wet ash extraction of the facility is better than that of dry ash extraction. This adjustment does not involve changes in the main treatment process and capacity of the incineration system, and the technical transformation project of the 30t/hMVR three-effect evaporation device has not been adjusted.
