2. Introduction to the safety assessment project:
Jiangsu Fengshan Group joint stock company, formerly known as Dafeng County Agrochemical Factory No. 2, was founded in 1988 and renamed Jiangsu Fengshan Group Co., Ltd. in 1996. It underwent a shareholding system transformation and changed its name to its current name in 2014 (hereinafter referred to as Fengshan Group). It is a national key pesticide production enterprise and a high-tech enterprise in Jiangsu Province. It was successfully listed on the Shanghai Stock Exchange Class A share in September 2018 (stock code: 603810). Now it has total assets of 1.877 billion yuan, net assets of 1.077 billion yuan, and the factory covers an area of 47510.6m2 (divided into East Factory and West Factory). Now it has the capacity to produce 20,300 tons of synthetic original drugs and 20,000 tons of processing and compound preparations. Fengshan Group has successively developed 13 high-tech products in Jiangsu Province, such as fast-killing (cyanogen emulsifiable concentrate), imidacloprid (imidacloprid), metacloprid (carboxylate), fluralin, and Fengshan Gacaoling (refined quinine).
Fengshan Group is located in Dafenggang Petrochemical New Materials Industrial Park (south of Wanggang Gate, Dafeng District, Yancheng City), and the legal representative is Yin Fengshan. The company currently has 935 employees, including 134 managers and technicians, and 19 full-time safety production managers. The company has 4 registered safety engineers engaged in safety management.
Fengshan Group in 2017 to replace the safety production license, number: (Su) WH safety license word [J00118], valid period: November 7, 2017 to November 6, 2020), according to the "Safety Production License Regulations" Article 9 and the "Measures for the Implementation of the Safety Production License of Hazardous Chemicals Production Enterprises" Article 33, the valid period of the safety production license is 3 years, the valid period of the safety production license needs to be extended, the enterprise shall go through the extension formalities to the original safety production license issuance management authority 3 months before the expiration.

In April 2020, Fengshan Group commissioned Hebei Huafei Technology Consulting Co., Ltd. to conduct safety status (certificate replacement) evaluation work and signed a safety evaluation technical service contract. Huafei established an evaluation team in a timely manner, carefully collected relevant laws, regulations, standards and relevant technical information, and went to the site to conduct on-site inspections of the surrounding environment, layout, process technology, etc. of the factory area, and collected relevant information.
In July 2020, the first draft of the safety evaluation report was completed, which was verified by experts organized by the Yancheng Dafeng District Emergency Management Bureau and the Yancheng Emergency Management Bureau. After rectification and confirmation, the evaluation report was revised and improved accordingly, and the revised safety status (certificate replacement) evaluation report was delivered to the enterprise.
