2. Introduction to the safety assessment project:
Gaoyang County Diannan Petrochemical Products Distribution Station is located in Beipukou Village, Gaoyang County. It was established in 1993 and is collectively owned. The person in charge is Zhao Zihao, and there are 3 employees. It mainly deals in two varieties of gasoline and diesel for vehicles. There are 3 directly buried horizontal SF oil storage tanks in the storage tank area, including 2 gasoline storage tanks of 20m3 and 1 diesel storage tank of 40m3. There are 2 refueling machines in the refueling area, which are arranged in a single row. The gasoline facilities are equipped with oil and gas recovery systems. It covers an area of 893.1m2. The main buildings include station buildings, single-story buildings (including finance rooms, business halls, power distribution rooms, station master's rooms, etc.), sheds, tank pools. The building area of the station building is 120m2, and the shed area is 162.5 m2.
According to the relevant regulations of the state and Hebei Province and the evaluation contract signed between Hebei Huafei Technology Consulting Co., Ltd. and Gaoyang County Diannan Petrochemical Products Distribution Station, the evaluation scope is the external safety conditions of the gas station of Diannan Petrochemical Products Distribution Station in Gaoyang County, the general layout and construction (structure) buildings, process systems and equipment facilities (station buildings, tank areas, refueling areas and auxiliary facilities), public works and auxiliary projects, safety management, etc.

In March 2018, Huafei Company established an engineering evaluation team and officially launched the evaluation work. The evaluators communicated with the stationmaster of Diannan Petrochemical Products Distribution Station in Gaoyang County for many times to collect relevant information. They went to the site to follow up the investigation and grasp the first-hand information and data at the first time. During the evaluation process, the members of the evaluation team carefully analyzed and sorted out the relevant materials provided by the enterprise and collected on site. After solid and meticulous work, the safety evaluation report of this project was compiled at the end of March 2018.
