2. Introduction to the safety assessment project:
Gaoyang County Beikanwei Gas Station is located in the north of Beikanwei Wood Market Road, Gaoyang County. It was established in 1992 and is a sole proprietorship enterprise. The person in charge is Yan Limei, and there are 5 employees. It mainly deals in two varieties of gasoline and diesel for vehicles. There are 6 directly buried horizontal SF oil storage tanks in the storage tank area, including 3 gasoline storage tanks of 10m3 and 3 diesel storage tanks of 20m3. There are 4 refueling machines in the refueling area, which are arranged in double rows. The gasoline facilities are equipped with oil and gas recovery systems. It covers an area of 922m2. The main buildings have station buildings, two-story buildings (including finance rooms, business halls, power distribution rooms, stationmaster's rooms, etc.), sheds, tank ponds. The building area of the station building is 503.9m2, the tank area is 118.4 m2, and the shed area is 340.6m2.
According to the relevant regulations of the state and Hebei Province and the evaluation contract signed by Hebei Huafei Technology Consulting Co., Ltd. and the Beikanwei gas station in Gaoyang County, the evaluation scope is the external safety conditions of the gas station in Beikanwei gas station in Gaoyang County, the general plane layout and construction (structure) buildings, process systems and equipment facilities (station buildings, tank areas, refueling areas and auxiliary facilities), public works and auxiliary works, safety management, etc.

In September 2018, Huafei Company established an engineering evaluation team and officially launched the evaluation work. The evaluators communicated with the stationmaster of Beikanwei gas station in Gaoyang County many times to collect relevant information. They went to the site to follow up the investigation many times and grasp the first-hand information and data at the first time. During the evaluation process, the members of the evaluation team carefully analyzed and sorted out the relevant materials provided by the enterprise and collected on site. After solid and meticulous work, the safety evaluation report of this project was compiled in early November 2018.
