2. Introduction to the safety assessment project:
Fuping County Huancheng Road Gas Station is located in Huancheng Road, Fuping Town. It was established in 2009 and is a sole proprietorship enterprise. The person in charge is Zhu Baojiang, and there are currently 5 employees. It mainly deals in two varieties of gasoline and diesel for vehicles. There are 4 directly buried horizontal SF oil storage tanks in the tank area, including 2 gasoline storage tanks of 40m3 (one of which is a compartment tank) and 2 diesel storage tanks of 40m3. There are 4 refueling engines in the refueling area, which are arranged in double rows. The gasoline facilities are equipped with oil and gas recovery systems. It covers an area of 1431.82m2. The main buildings include station buildings, single-story buildings (including finance rooms, business halls, power distribution rooms, station master's rooms, etc.), sheds, auxiliary rooms, and tank ponds. The building area of the station building is 141.17m2, and the shed area is 278.52m2.
According to the relevant regulations of the state and Hebei Province and the evaluation contract signed by Hebei Huafei Technology Consulting Co., Ltd. and the gas station on Huancheng Road in Fuping County, the evaluation scope is the external safety conditions, general layout and construction (structure) of the gas station on Huancheng Road in Fuping County. Safety conditions evaluation of buildings, process systems and equipment facilities (station buildings, tank areas, refueling areas and auxiliary facilities), public works and auxiliary works, safety management, etc.

In May 2018, Huafei Company established an engineering evaluation team and officially launched the evaluation work. The evaluators communicated with the stationmaster of Huancheng Road gas station in Fuping County many times to collect relevant information. They went to the site to follow up the investigation many times and grasp the first-hand information and data at the first time. During the evaluation process, the members of the evaluation team carefully analyzed and sorted out the relevant materials provided by the enterprise and collected on site. After solid and meticulous work, the safety evaluation report of this project was compiled and completed by the end of June 2018.
