2. Introduction to the safety assessment project:
Baoding Yueda Gas Station is located on National Highway 107, Guocun, Yujiazhuang Township, Mancheng District, Baoding City. It was established in 2002 and is a sole proprietorship enterprise. The person in charge is Liu Junxia, and there are currently 6 employees. It mainly deals in two varieties of gasoline and diesel for vehicles. There are 5 directly buried horizontal SF oil storage tanks in the tank area, including 3 gasoline storage tanks of 20m3 and 2 diesel storage tanks of 20m3. There are 6 refueling engines in the refueling area, which are arranged in double rows. The gasoline facilities are equipped with oil and gas recovery systems. It covers an area of 2.65 mu. The main buildings include station buildings, single-story buildings (including finance rooms, business halls, power distribution rooms, station master rooms, etc.), shelters, auxiliary rooms, and tank ponds. The building area of the station building is 449.28m2, and the area of the shed is 876.3m2.
According to the relevant regulations of the state and Hebei Province and the evaluation contract signed by Hebei Huafei Technology Consulting Co., Ltd. and Baoding Yueda Gas Station, the evaluation scope is the external safety conditions, general layout and construction (structure) of Baoding Yueda Gas Station, process system and equipment (station building, tank area, refueling area and auxiliary facilities), public works and auxiliary projects, safety management, etc.

In April 2018, Huafei Company established an engineering evaluation team and officially launched the evaluation work. The evaluators communicated with the stationmaster of Baoding Yueda gas station many times to collect relevant information. They went to the site to follow up the investigation many times and grasp the first-hand information data at the first time. During the evaluation process, the members of the evaluation team carefully analyzed and sorted out the relevant materials provided by the enterprise and collected on site. After solid and meticulous work, the safety evaluation report of this project was compiled and completed by the end of April 2018.
