2. Introduction to the safety assessment project:
Baoding Huakang Chemical Co., Ltd. (hereinafter referred to as Huakang Company) was established in January 1997. The current factory is located in Baoding Anguo Traditional Chinese Medicine Industrial Park. It mainly supplies aerosol propellants for Hebei Kangda Company. The raw and auxiliary materials used in the production process are: liquefied propane and butane with a purity of 98% (v/v); molecular sieves are used as auxiliary materials, and their compositions are SiO2 and Al2O3, which are used in filters. The product is propane and butane propellant. The construction structures include compressor room, doorman, control room and parts library, auxiliary room and tank area.
According to the relevant provisions of the state and Hebei Province and the evaluation contract signed by Hebei Huafei Science and Technology Consulting Co., Ltd. and Baoding Huakang Chemical Co., Ltd., the evaluation scope is the site conditions and surrounding environment, the general floor layout and building structure, the selection of process equipment and process layout, automation control system, power supply and distribution, fire protection facilities and lightning protection and anti-static, heating and ventilation, water supply and drainage, storage facilities; safety management; annual output of 20,000 tons of aerosol grade hydrocarbon propellants Relocation Project (Phase I Project) Compliance of automation control transformation, etc.

The evaluators communicated with the engineering and technical personnel of Baoding Huakang Chemical Co., Ltd. for many times to collect relevant information. They went to the site to follow up the investigation and grasp the first-hand information data at the first time. During the evaluation process, the members of the evaluation team carefully analyzed and sorted out the relevant materials provided by the enterprise and collected on site. After solid and meticulous work, the safety status evaluation report of this project was compiled in June 2018.
