2. Introduction to the safety assessment project:
Hebei Jia'ao Glycerin Chemical Co., Ltd. was founded in May 2010 with a registered capital of 30 million yuan. It is an emerging joint chemical enterprise integrating R & D, production and sales. The factory is located in the county industrial park of Longyao County, Xingtai City, Hebei Province. After completion and production, Hebei Jia'ao Glycerin Chemical Co., Ltd. mainly uses crude glycerol produced by biodiesel as raw material to process and produce epichlorohydrin products.
In June 2011, the Longyao County Development and Reform Bureau issued a description of the 30000-ton-per-year epichlorohydrin project of Hebei Jia'ao Glycerin Chemical Co., Ltd. stating that the project is divided into two phases, the first phase of the construction of the 10000-ton/year epichlorohydrin plant and the second phase of the construction of the 20000-ton/year epichlorohydrin plant. The record certificate of the project (certificate number: Longfa Reform Investment Preparation [2010] No. 30) has also been postponed, and the second phase of the construction project can be allowed to be postponed until September 2013. The company's 30000-ton-per-year epichlorohydrin project is being built in phases. The first phase of the 10,000-ton/year epichlorohydrin plant has been completed in 2012. The first phase of the plant has fulfilled the corresponding safety license procedures as required and is now in the acceptance stage
Hebei Jia'ao Glycerin Chemical Co., Ltd. plans to reserve land in the eastern part of the plant for the construction of the second phase of the 20,000-ton/year epichlorohydrin project. The construction content of the project includes the construction of a new 20,000-ton/year epichlorohydrin production plant, a phosphorus trichloride hydrolysis plant, a raw material glycerin tank area, a boiler room and other facilities, the use of the original (semi) finished glycerin tank area, the finished epichlorohydrin tank area and other storage facilities, and the use of the original water supply, power supply, compressed air and nitrogen systems, fire protection systems and other public works and auxiliary facilities within the boundary area.
The object of this evaluation is the 20,000-ton/year epichlorohydrin project of the second phase of Hebei Jiaao Glycerin Chemical Co., Ltd. (hereinafter referred to as "Jiaao Chemical Co., Ltd."). The construction site of the project is located in Hebei Jiaao Glycerin Chemical Co., Ltd. in the eastern part of the existing factory area in Longyao County Industrial Park.
The scope of evaluation includes the plant site, general layout, new 20,000 tons/year epichlorohydrin plant, glycerin storage tank area and related utilities and auxiliary facilities of the second phase project, safety management, etc. The first phase of this project relies on the completed glycerin pretreatment workshop, (semi) finished glycerin tank area, phosphorus trichloride tank area, sulfuric acid tank area, epichlorohydrin tank area, calcium chloride purification workshop and the original utilities and auxiliary facilities have been evaluated and are not within the scope of this evaluation. This report mainly evaluates the satisfaction of its supporting facilities.
The second phase of the 20,000 tons/year epichlorohydrin project includes 2 #epichlorohydrin production (20,000 tons/year production scale), sewage treatment equipment, raw material glycerin storage tank area, boiler room, coal yard and other facilities.

4. List of personnel, time, and main tasks to carry out safety evaluation work on site, and evaluation report time:
In early 2013, Jiaao Chemical Company contacted Hebei Huafei Technology Consulting Co., Ltd. (hereinafter referred to as Huafei Company) to evaluate the safety conditions of its proposed second-phase 20,000-ton/year epichlorohydrin project. The relevant personnel of Huafei Company negotiated with the relevant personnel of the enterprise in Shijiazhuang and Xingtai Longyao County, and sent people to the project site to conduct on-site inspections to understand the safety, environmental protection and other aspects related to the project, and provide information for the project risk analysis.
In March 2013, Jiaao Chemical Company officially commissioned Huafei Company to conduct a safety evaluation of its proposed second-phase 20,000-ton/year epichlorohydrin project, and signed a safety condition evaluation service contract. Huafei Company established an evaluation team in a timely manner, carefully collected relevant evaluation data, and went to the site again to inspect the site, general layout, project construction content, specific process, etc., and did a good job of recording. During the evaluation process, the members of the evaluation team carefully analyzed and sorted out the relevant materials provided by the enterprise and collected on site. After solid work, the safety condition evaluation report of this project was completed in June 2013.
