2. Introduction to the safety assessment project:
The construction unit of this project is Yangmei Group Shenzhou Fertilizer Co., Ltd., formerly known as Shenxian Fertilizer Factory, is a nitrogen fertilizer enterprise that uses coal as raw material to produce synthetic ammonia. It was founded in 1972 and renamed Shenzhou Fertilizer General Factory after restructuring in 1999. In September 2008, Yangmei Group and Shenzhou Fertilizer General Factory cooperated to establish a joint-stock enterprise, and renamed Shenzhou Fertilizer General Factory to Yangmei Group Shenzhou Fertilizer Co., Ltd.
The company is located on the west side of the west outer ring road in Shenzhou City, with a registered capital of 22,000, 22,000, and 19,000. It is a nitrogen fertilizer enterprise that produces synthetic ammonia from coal. After years of continuous development, it has formed a capacity of synthetic ammonia 100,000 tons/year (including methanol 30,000 tons/year, liquid ammonia 40,000 tons/year, ammonium bicarbonate 80,000 tons/year, sulfur 600 tons/year).
Hebei Jinghua Chemical Co., Ltd. currently has 660 employees, including more than 20 technical personnel. The company has a sound organizational structure and a full-time safety management organization - the safety department. The whole company has 14 full-time safety management personnel. The main person in charge of the company, the person in charge and the full-time safety production management personnel have all undergone Security Training. The company has established and improved three systems, formulated an accident emergency plan and an emergency rescue plan for major hazard sources, and carried out a record registration. The plan is rehearsed every year. In December 2012, it passed the three-level evaluation of safety standardization.
According to the commission of Yangmei Group Shenzhou Chemical Fertilizer Co., Ltd. and the safety status evaluation contract signed by Hebei Huafei Technology Consulting Co., Ltd. and Yangmei Group Shenzhou Chemical Fertilizer Co., Ltd., the scope of this evaluation is the company's existing 100,000 tons/year synthetic ammonia (including methanol 30,000 tons/year, liquid ammonia 40,000 tons/year, ammonium bicarbonate 80,000 tons/year, sulfur 600 tons/year) production equipment and supporting public works and auxiliary facilities. The scope includes plant site, plant general plan, production equipment, storage facilities, boiler room, air pressure station, water supply and drainage, fire protection, power supply and distribution, automatic control instruments and other public auxiliary facilities, safety management and other contents.
The technical transformation project carried out by the company, that is, the annual output of 200,000 tons of synthetic ammonia technical transformation project and the newly built liquid ammonia spherical tank in the middle of the southern part of the factory are not within the scope of this evaluation.

4. List of personnel, time, and main tasks to carry out safety evaluation work on site, and evaluation report time:
In December 2012, Shenzhou Chemical Fertilizer Co., Ltd. of Yangmei Group approached Hebei Huafei Technology Consulting Co., Ltd. to discuss the safety status evaluation of the company. Huafei Company appointed relevant personnel to go to the site of Jinghua Company in June 2012 to conduct on-site inspections, understand the main equipment, production scale, general layout, public works supply and surrounding relationships of the project, and collect relevant information on the project. Relevant personnel of the two companies have conferred many times and formed a preliminary intention to clarify the object and scope of the evaluation. During the evaluation process, the members of the evaluation team carefully analyzed and sorted out the relevant materials provided by the enterprise and collected on site, went to the unit where the project was located to investigate the site, invited relevant personnel to introduce the relevant situation of the project, and conducted a detailed investigation of the surrounding environment and plant site. Identified the dangerous and harmful factors existing in the project, put forward reasonable and feasible safety countermeasures and suggestions for the hidden dangers existing in the project, and exchanged views with the construction unit. The construction unit made active rectification and formed an evaluation report after review. Delivered to the construction unit in May 2013.
